Rock Creek Church Road near Illinois Avenue   Petworth, District of Columbia

There is a DC police car with "1410" and tinted windows that sit on Illinois. He tags drivers on Rock Creek Road, esp the drivers who are coming downhill/southbound from Upshur Street around a bend in the road. You cant see him until it is too late. He used one of those speed guns to get you. He got me twice and gave me a $50 once and a $150 ticket the second.
