It appears they are there catching all of the people coming from Hartselle who may be speeding while coming into Decatur. There are normally parking in the dividing median or in vacant lots along the roadway. Decatur's most notorious ticket superhero is a policeman who has attained the nickname "TicketNazi" by the magistrates office because he writes so many.
