Particularly during the summer tourist season, patrol officer often sit by the side of the highways using radar to catch the unwary.

Speed drops to 30, and vehicles slowing from previous zone may not slow fast enough. Nights with no other cars on the road are prime times for "enforcement."
I suspect summertime out-of-towners are especially likely to get the maximum penalties as they are least likely to be able to appear in court.
