City of Warren unethical enforcement tactic

This statement is not regarding a speed trap, but rather one of the tactics the city of Warren police use to fool drivers. Speed limit on this stretch is unreasonably low at 25mph. I can understand this limit for only 2 blocks of this stretch where the high school is located, but north of Martin there are no homes and only a couple of driveways on the east side of Burnert. Total speed trap

Grosbeck and 11 mile rd

Making a right hand turn from Grosbeck onto the I 696 service drive heading West. You go under a viaduct and just before entering a double lane ramp to I696 there’s a cop with radar. There is a mad scramble moving over to get on the ramp so people speed to merge properly. He gives you a ticket and says he’s giving you a break by charging “impeding traffic” instead of speeding.
The “break” means you only have to pay $175.
Basically his job is generating income for the city of Warren, Mi
