San pablo Ave. between Marin Ave. and Carlson Ave.   Albany, California

The Albany Police park in the Bank parking lots as well as the Restaurants parking lots etc. all of which is not city property. They park there at night also and without any lights on, hiding in the shadows sort of to speak, which is illegal to my understanding ? They also park on the side streets at night without any lights on, same deal.

Buchanan Street   Albany, California

Area has a posted speed of 25 mph. The 85th percentile speed is 40.3 mph. The latest engineering traffic survey recommends a posted speed of 35mph. Since the speed posted is not justied by the traffic survey, it is illegal for the police to be using radar or lidar to cite drivers.
