White Sands Missile Range, New Mexico Speed Traps

A conservation officer (yes, game and fish) assigned to Fort Bliss (yes Texas) will park stationary facing South running radar to North or Southbound traffic in a ridiculous 15 mph zone that stretches for a 8th of a mile! This officer is assigned to Dona Ana Base Camp, I’m still not sure why is he authorized to enforce traffic, or if he is even certified by New Mexico to do so.
