Hwy 47 north entrance to town   Gaston, Oregon

Speed limit of 30 mph is 1/4 mile out of town on highway, so the road still has a highway look to it. Cop waits at triangular intersection just on the other side of bridge at north edge of town, then follows the targeted car for several blocks in town before pulling it over. My sense is that if the targeted car turned up the hill toward the residential area, the cop would not have ticketed the victim.
