The main objective is to catch people using the right turn lane to bypass the slow traffic going through without making the right turn.

Actually that location just west of Fairfax on 6th they are waiting in the alley AM for people to go straight through the light from the right turn only lane. One cop pulls cars over into the alley the other writes tickets for what is usually a line of cars.
