    Wrong, they always have their lights on!

    Also sits at Pharmacy on East side of town, or in state park or nursing home across the street. Usually when it is dark, has no lights on. Incoming traffic from Mount Vernon may have difficulty seeing cop as they will be coming over a hill into town.
