this hamlet has at least a two car police force and the whole area is a speed trap akin to golden meadow louisiana.Maybe 500 people in this hamlet?

This is completely FALSE information.By STATE LAW no town under 2500 persons is even ALLOWED to operate radar.Osyka has neevr had radar or any other sort of speed control devices.
