pulls over cars especially with mexican plates

I have yet to see a vehicles with Mexican plates stopped at this location - and I have been driving on this corridor for the last 46 years. Not even at any point between Laredo and San Antonio. Yet, while I am doing 75 mph in the designated part of IH 35, vehicles with Mexican plates pass me doing over 85 mph. You would think the DPS would be citing a good percentage of these violators, but I guess there is no way to ticket such foreigners and make sure they show up in court to plea or even send the fine. Of course, another option would be to take them directly to a local JP, but with so many of these violator, I would imagine that it would be too much time consuming, and we would not have adequate coverage of IH 35. But a stern warning would be helpful.
