Speed limit is 25 MPH posted thru "downtown" Keota, a tiny town that may have 800 or so people. Speed limit sign for westbound traffic is hard to see, and officer is sitting at downtown service station. Ticket is predicably steep (125 dollars for 5 MPH over). Town is profiting on bad sign placement.
