Haynes, Arkansas Speed Traps
Lawyers, take note: this is your meal ticket. Haynes is a town of 200 that boasts a police force of 2, and their sole mission is to generate revenue off of speeding tickets. The town was for years without a mayor, but a crooked and corrupt local convinced someone that it was a good idea he be mayor and start a police force. As of summer of 2012 they have not been in business yet a year, but they have made a rather large impact on the local area. The small (less than ½ mile) section of Hwy 1 has generated a tremendous revenue. So much, that they are breaking all state regulations on how the city should be funded. How? First, the town is in a 55 mph zone. They often stop you for exceeding the 45 mph limit, which is posted as an “advisory” speed due to an intersection- which is illegal. If you are stopped, and told you were exceeding the 45 mph limit, be aware this is NOT a posted limit. Second, they stop and ticket anyone and everyone. They even stopped, no joke, an ambulance running with full lights and siren carrying a cardiac arrest patient. Their goal is quantity, not quality. This is good because with two officers and an inept mayor, they pretty consistently screw up the paperwork. Thirdly, they often exceed their boundaries by miles if necessary to generate probable cause to pull you over.
Folks, this police agency is operating way outside the realm of reason. If you are stopped, start the recorder. The officers are under-trained and poorly understand the law. They tend to bluff, but they are very jumpy. It is only a matter of time before an incident occurs where someone is hurt and a lawyer will end up owning the town.
