CHP, plus Fowler, Parlier and Reedley Police Departments monitor Manning Ave as a special enforcement zone. Speeds vary significantly from 65 down to 45 or 35 in those towns and are strictly enforced, particularly during evening and morning commute hours (as early as 6 am).
E Elkhorn Ave & State Hwy 41
On State Highway 41 (Southbound) about 1/2 mile North of Elkhorn Ave the speed limit changes from 65 to 55 mph. You have about 200 yards to slow down, just before the slight curve that leads to Elkhorn Ave. Local PD sits right at the end of that curve along the Southbound side of the road before Elkhorn Ave to write up chicken-S speeding tickets. Cost of driving 73 mph is $302.
State Highway 99 South Offramp near Manning Avenue
CHP car sits at the end of the So. 99 offramp to Manning Ave. Posted speed limit is 35mph. I have seen them there anywhere from mornings to early evening.
