This is being done in the early hours of the morning before light and throughout the evening hours also. Sometimes The highway patrol sits in the grass area Off to the right waiting for speeders to pass them. I once came upon one in the median, one in the grassy area and saw one on the southbound side as well, not sure what was going on on that day.
