CHP vehicle sets off the higway about 50 to 75 feet in the vineyards going East on Hiway 104 twin Cities road, toward the old Rancho Seco Nuclear Cooling Towers. Hiway is posted 55 MPH. Myself and a friend were ticketed for 71 in a 55 and 74 in a 55MPH zone.
