Seat belt enforcement zone–on southbound Harlem Avenue, traffic can back up all the way to 12th Street when cops start diverting traffic at 18th or 19th into the shopping plaza parking lots to check for seat belts. Take Oak Park Avenue between 12th and 22nd to avoid this.
