I was traveling 55 when I approached Hartsville and noticed a 40 mph speed sign I hit my brakes and entered Hartsville posted at 30 mph. As I was exiting Hartsville, a state trooper ticketed me. He claimed I was going 52 in the 40 mile zone. Unfortunately, I didn’t check my ticket before he hurried away and he specified on the ticket I was traveling 52 in a 30 zone. The officer was a complete jerk! His name was Trooper J. Kevin Riordan badge 4211. This is exactly why I never contribute money to the Indiana state police when they call for donations.

I was heading east on Hwy 46, and had slowed from 55 to 42 when clocked (according to the officer), in the process of slowing to the ridiculous 30mph through that town. I just came around a blind corner, and there was a Indiana State Police officer sitting in the town park with a radar gun out. Net, the state has decided to get in on the easy money that this ridiculous trap provides – must not have sold the toll roads up north for enough cash. Officer was a complete jerk, clear as day that he wasn’t giving a warning – it was revenue generation time.

The town has a totally unreasonable speed limit for the 4 small blocks that the highway cuts through town. The town has no major roads the Highway bisects and no traffic lights or stops for the highway. I believe the posted speed is 30 MPH. The town is just a bottleneck out in the middle on nowhere. The police often use the low posted speed to issue revenue tickets.

Very Small town that relies on Speeders to fund local improvements. Cop drives newer model suburban. Speed Limit changes from 55 to 45 and then 35 within 200 feet. You better be at 35 not 40 when you go thru town. Town is less than 1/4 mile wide. All locals know to beware so don’t pass the "local slow poke" goin into town.
