Driving through Blue Rapids, Kansas on Kansas Highway K-9, the local "police officer" stopped me for speeding. There was no mark on the ticket to show how it was determined there was in fact speeding. The ticket showed the time to be 1700 hours, I was in Fort Riley, Kansas at that time. The time travelling through Blue Rapids was near noon – not 1700 as marked. Contacted the Municipal court – no reaction. The "police officer" gave a sheet with some instructions on it – to include an attormey’s name, address, and telephone number. The "police officer" quoted a compensation for the attorney.
