Since the State of Kansas will have an approximate $700,000,000 budget shortfall this year, and given the fact that the state legislature will not cut expenditures and raise taxes to compensate for revenue shortfalls, the local Wichita city government has decided that its citizens must become safer drivers by adhering to the no tolerance speed limits which are unrealistically low on the canal route (and the east/west Kellogg 6-lane multilane highways) (60 mph/45mph in construction zones) and by paying increase fine rates that are double the amount of last year. Because the state’s budget problems will also result in less revenue for local governments, I anticipate this increased traffic enforcement will continue by all local governments as well as the Kansas Highway Patrol at least until the budget issues are resolved.
