Both the police and the Airport Security appear to have jurisdiction of this section of the road that borders the south side of BWI. Generally, the authorities are present during the morning and afternoon rush hours. It is right before the crest of the hill as you are headed towards I-295/Arundel Mills (or right after the crest if you are headed towards 97.)

New housing development headed away from the Parkway and towards Arundel Mills Mall allows state troopers to sit in the unfinished street and fire away at cars headed down the road. Just this afternoon state troopers with nothing else to do set up a trap and literally pulled over 6 vehicles in one sitting, and more I’m sure over the course of the rush hour. Divided road, 2-lanes each way separated by grass median and bordered with trees set off from the roadway and the speed limit is only 35mph. The average speed of travel is 55mph. Some things really should be illegal.

there is a lot of shurbbery in this area and the state police usually hide in the center median and nab unsuspecting drivers as they round a curve and drive down a slight incline.
