Usually they park just past the marsh on the right side, if your are coming from Newburyport going towards Salisbury Beach

Locust Street near Folly Mill Road

Travelling southbound on Locust Street from Folly Mill/Bachelor Road intersection, as you pass the top of the hill, there is a housing development on the left, overlooking I-95 South. On the right, in an undeveloped-looking area, a cop sits back where you won’t see him until you’re almost on top of him. He’s parked sideways 90 degrees to the road, so I’m not sure if he’s looking northbound, southbound, or both. Can’t recall off the top of my head but there may not be a speed limit sign, or if there is, it’s at least ? mile back of you if you’re heading southbound and the Bachelor Road speed limit – which is in New Hampshire, thus probably not applicable – is 25.
