State Highway H near South of Hwy 215

The 35 mph speed limit is enforced to very edge of town- way south of the main intersection of Hwy 215 and Hwy H, where speed limit suddenly and finally increases to 55 mph. The city policeman had his radar set up in parking lot of shopping center directly across from the 55 speed limit sign pointed to the north; he was behind a curve and behind a hill-out of view from me as I approached from the north-until it was too late, and he already had me officially clocked at 49 in what was technically still a 35 mph zone. I was tecnically accelerating prematurely, as do many other drivers in the area. My point is that the 35 mph speed limit sign for north bound traffic approaching the town is not directly across from the 55 mph speed limit sign for people going south out of the town. Due to this discrepency it is actually possible to go 55 mph for some distance in the northbound lane, but the speed limit in the southbound lane right beside it is still 35. Why is it "safer" to go 55 coming into town than it is to go 55 out of town in that spot? The "shopping center" is not exactly a booming business center. It does not generate a lot of activitiy, especially at 7:30 in the morning. And if "safety" is really the issue, then the policeman should not be "hiding" behind a hill and curve. In my mind it is nothing more than a "trap".
