State troopers often sit between traffic at breaks in the dividers, medians. The will sometimes get people on the exits and connecting roads as well (like Niagara Falls Blvd) . If you see that they have pulled someone over, move into the next lane away from them if you can. This is a law now. They will cite you for this too.
