RPD parks a car on the sidewalk facing the west bound trafic coming down the hill from Ray Rd. By the time you see them, it is too late

4/6/10 around 9:30pm – Saw trooper facing RBC Center clocking folks as they coast down the hill coming from Wade headed towards Duraleigh.

I saw SHP on the right side of the road, heading N right after xing 540 – it was night, and hard to see, even though he was just sitting there. Also, same road, about 1/2 mile on left side in a small sideroad/driveway that leads to the small power substation.
