Could be a traffic study, but there is a small hill at that point approaching Byberry that makes it difficult to see the two hoses across both lanes. Traveling South one might naturally allow speed to creep up due to the hill and the hoses might be seen a bit late. Approaching North the hoses are easily seen and the incline might keep speed closer to 25. One would think a traffic study would be set up on a level portion of the road.

Coming off the turnpike and making the right hand turn, they sit in the vacant lot on the corner of Mill Rd. They will pull you over riding on the berm to make that right. You have to stay right ( in a lane) and then go into the turning lane closer to Mill.
