Yes, 318 is a speed trap, at least some of the time. Citra is a dot on the map and has no police force, so it's either Marion County deputy sheriffs or Florida Highway Patrol officers writing tickets. I've never gotten one there, but I don't barrel through Citra. There are little white crosses on both sides of US 301 in that area. (Ouch!) The cross roads and farm entrances along that stretch of 301 toss not so sober drivers onto the road at all times of day. Additionally, 18 wheelers own US 301. They take all the room they want, and there is always one blasting down the road. I kid you not. I drove that highway for two years. I've seen lots of trucker get tickets.
