Town marshall parks on east side of Highway 9(Main Street) right after speed limit is reduced from 65 to 30 with no warning of reduced speed

Comments:
Two years ago, I was heading north on CO 9 approaching Alma on my motorcycle. The speed limit was 65 mph and, up ahead, I could see it changed to 30 mph with no "reduce speed ahead" sign. I slowed to 25 mph, crested a small hill and there he was in an ancient Crown Vic with "Marshall" paint on the side. As I passed him, he pulled out and followed me into town (speed limit 20 mph) with maybe a bike length seperating. I pulled over, as did he. I walked back to this car and asked if something was wrong since he was following so closely. He said, "No." At that point, I told him that tailgating was illegal, unsafe and he should back off. He rolled his window up, I remounted the motorcycle and he followed me out of town at 15 mph even closer than he had been.
