4th Avenue near 23rd Street
Heading west on 2300 block of fourth avenue. Mutual Wheel has businesses located on both sides of 4th avenue on the north and south sides. Have encountered police on motorcycle that are undetectable until you have past between the buildings. Radar detector was not sound alarm but officer did go after vehicle.
