This is very true! They "hide" in an apartment driveway behind a fence, catching drivers coming off Hwy 99. The speed is 30MPH, just prior to this spot at the traffic light. Then it changes to 25mph. In the morning, the Everett Police department will conduct their speed trap with 2 motorcycles and one police cruiser; in the afternoon, the Snohomish County Sheriffs Office will set up in the same spot, two motorcycles and one cruiser. I live less than a mile from this spot, and they do this several times a week.
In 2012: I haven't seen them there, but I've seen people pulled over in this stretch, which starts at Holly Drive, the first traffic light when you turn off of highway 99, to Casino Road, thus the trap must still be there in some form. A friend of mine spotted them in an apartment driveway after the "S" curve, which is around where it becomes 20 mph when children are present.
One other note (2012): the 25 mph sign is obscured by trees. It's just after the light at Holly drive. If someone is turning from Holly onto 4th, I'm not sure they'd even have time to see it.
