Overnight and early morning (never at rush hour) the Montreal Police from Station 11 and Station 9 survey traffic moving past the Cote Saint Luc Shopping Center on Cote Saint Luc Road. Drivers are stopped all night long–never at rush hour. I moved from the center lane to the left lane. After I passed the police car I was stopped and ticketed $42.00 because, "I failed to signal with my flasher, my intention to move from the center to the left lane".
