They sit & watch students & sometimes ticket them for jaywalking, plus riding their bikes the wrong direction.

This is a safety action to keep the little university children from being run over by other children because they don't know who or when to cross the street, nor do they realize they will loose in a car vs. flesh and bones challenge.
