9th Street near Russell Street
Speed is set at 30 mph on 9th till you come to the school area where it goes down to 20 when children are present. In the mornings approx. 7:15 or so the officer parks on Russell and radars right between the signs so there is no way for you to drop your speed without slamming on the breaks. If you slam on your breaks you could get rear ended.
