You are driving north on A1A, speed limit 55, enter Fagler Co. speed reduced to 45. Radar picks you up, Officer turns lights on and stops you about 1/4 mile away. He is hidden in with parked cars that are looking at ocean.

Comments:
All of Flagler Beach is 35mph because it is a beach town and most of the parked cars represent beach and town pedestrians, the majority of which are vacationing and very possibly drinking, i.e., vulnerable pedestrians creating a high risk driving environment for vehicles. The speed limit outside Flagler County is 55mph, but as you enter Flagler County along A1A the speed gradually drops from 45mph to 35mph to protect both drivers and pedestrians. In my opinion, If it were a speed trap county, it would just drop from 55mph to 35mph and the county is protecting you and itself, not trying to harass you. I believe educated drivers expect a drop in speed limits when entering small towns and especially small vacation towns. Personally, I'd rather have a ticket than be in court for killing a pedestrian in a bikini with a cell phone in one hand and a bottle of beer in the other.
