This part of the street is a downhill slope. The cops sit on the cars or motorcycles by one of the intersections which are downhill. Some of the cops with motorcycles will be on the street, but the cycle would be park on the pavement under a shady tree. They do this in various time of the day and on different days so drivers will not know when they are around.
