Once you get to the start of the I-40 East bound Construction site there is a El Reno city policeman on a motorcycle sitting behind the barriers (concrete slabs) with his radar gun.

Believe it or not, Oklahoma is finally finished with the road construction here, so it is less likely to be a speed trap now.
