I used to work near this intersection and have seen first hand the tactics of the RPD enforcement. They sit just below the crest of the hill at Wicker on the north bound side of Atlantic and target traffic coming out of town. Not to mention they are on motorcycles and ride far more recklessly than any vehicle they are pursuing. The speed limit on this section of road is 35 and I know for a fact that I have had these officers pass me running at least 75 to 80 through the Hodges Street intersection!
