They sit when you leave the rock cut by Wasserots/Apria, coming from the back mountain to wilkes barre, usually in an unmarked car

Newest spot is right after the rock cut, hidden back in the old Wasserots parking lot. You can see the 55mph sign, but the speed is still 35mph.
