There is a post from 14 years ago, but I can assure you this remains an everyday fundraising speed trap. Going east from Busch Gardens on Busch Blvd, at 56th St the name changes to Bullard Pkwy (this is the 30 mph zone). Keep going east past the light at Glen Arven Ave and the name changes again to Temple Terrace Hwy (where the speed limit suddenly is 45 mph). The traffic on Busch Blvd is going 45 mph at least going east and same for traffic going west coming from the direction of Hwy 301. Usually marked cars, but they will hide in a church parking lot at the top of the hill, stop briefly in the turning lane at the church, or loiter at the side street stop signs. Sometimes they just go back and forth looking for a mark. I live nearby and see people pulled over just about every day I travel this stretch of road. They also sometimes use an unmarked black SUV too.
