A CHP will wait on one one the side streets a few car spaces back and sits and waits. The CHP waits in an area that the speed limit is not clearly marked. The speed limit changes from 35 to 30 when you get to the El Cerrito border. The CHP in my case was waiting just before the speed limit change and then stopped me just as I passed the sign. Which of course I was speeding but it was to me a technicality. I was not able to get the ticket dismissed. As of 10-8-03 he was still out there.

Comments:
Chances are this is definately a speed trap by definition of the cvc. Get the surveyS done for the section of the road. There will be two surveys or if there is one survey it should have two sections with a seperate speed survey done to JUSTIFY bith speed limits. It is confusing to why a CHP officer was sitting in city streets unless the section is unicorporated. Also the officer has to justify the speed in which he was sitting and issuing the ticket in so make sure you have his exact location then match that the report to fight your ticket.
