Cedar Avenue near East Lake Street
During the a.m. rush hour, very frequently you will see an unmarked MPD vehicle backed into the cemetary driveway on the east side of Cedar Avenue just north of East Lake Street. He often has more than one vehicle stopped in the northbound traffic lane.

He's just catching people making the left turn onto Cedar Ave from Lake Street, when they are prohibited during rush hour.
