Near downtown. Driving on the service streets next to Hwy 69, the far left lane lets you go straight or turn left for many lights. However, at Congress it turns onto a left only turn with only a faded indicator on road, but the intersection and the road on the other side looks just like the others. The Police set up in a parking lot underneath the hwy and flag people in. Four police officers work the trap. One sits in the car recording video, one flags you into the garage, another tells you where to park, and the last one gives you a ticket.
