Note about Duluth PD vehicles: Duluth PD uses motorcycles as well as all-black cars, along with some dark blue cars. The all-black cars push the limits of OCGA Sec. 40-8-91 banning unmarked cars, with gray lettering on black. Compliant, but barely so.
