Undercover cop in plain clothes will stand there on the corner looking for people on their cell phones. If he sees you on a phone, he will radio ahead and you will be pulled over!

I have never heard of this in 26 years. It sounds like this might have been a one-time incident.
No it is not a one time incident. They do it quite often at various intersections in town. Not only cell phones but red lights and other violations. The plain clothes cop has a video camera outside the car and films you and then calls one of the cars stationed around to get you. I have sat there in Circle K lot where he likes to stand and watch them.
