Cowan Blvd, before I-95 overpass
At the bottom of a hill before you enter Central Park is a spot they sit at. Usually between 11pm-3am to catch the late night drinkers leaving Central Park bars.

Also during the day when they have nothing else to do. Its on downhill so watch it.
This is definitely not a speed trap. The speed limit is 35mph and people speed there all of the time. They do not ticket you for going slightly over the speed limit but people really need to slow down there and on the rest of Cowan Blvd. Entirely too much speeding there!
