It happened to me as well on June 18. I didn't see any sign regarding camera. The only thing I noticed was Welcome to Damascus board on my right, I am also from Virginia.

It is one of the worst revenue generating speed traps I have ever seen. I was coming into Damascus southbound. It was after 10pm, misty drizzle and dark. I never saw the sign and think it was behind some tree limbs that might have been weighted down with rain. I believe the speed limit drop is over 10 mph as I think it was 40-45mph beforehand with the reduction to 30mph. I saw the light flash and the citation says exceeding posted speed limit by at least 12mph. I think I was going 42mph assuming it was still a 40 mph speed zone. If it would be a normal 35mph zone they would lose tons of revenue. Unjust. To top it all off, I was returning from a funeral viewing of a family friend. Since I too was from out of state, it would have cost me much more than the $40 fee. I wrote them a nice letter stating these facts and asked for a waiver. They cashed my payment check and never responded. Avoid Damascus Maryland on your travels.
