E. Harvard Avenue near Logan Avenue
Officer parks on private property on south side of Harvard
just east of Logan. He hides behind a tree and writes 20-25
tickets each time he is there. This is done during rush hour despite the fact that Denver Police Operations Manual
specifically provides that officers shall not engage in
"stationary observation" or "at rest patrol" during these
hours, and instead should be out patrolling the highways.
I am informed that the officer in question is working
overtime shifts when he does this.
