This is not really a trap, but it is a very well enforced area. There are speed limit signs all over the place and the officers there are very vigilant in the enforcement. This is a small city within Wichita and is almost like a park, with lots of pedestrian traffic, so 20 means 20. Even though the enforcement is legendary in the area, they do not stop you for 2 over like some like to claim. Just drive the limit and they wil have no reason to stop you.

Oh yes they do! I was ticket for doing 22 mph. So be a very slow driver in Eastborough. 15 mph is what you should do, imo, so you can't get a ticket.
They want Wichita water, law enforcement, fire services, but they don't want to pay for it.
This is the definition of a speed trap, signs are behind trees, police cars hiding behind cars in driveways. It is no more pedestrian than any of the rest of Douglas. You are travelling for 20 blocks with a speed limit of 40 mph, then hit this little annex, and the have cops waiting and 20 mph signs hidden in the trees. Then in a couple blocks then annex is gone and speed limit is again 40 mph. This little annex needs their income stream dried up.
Eastborough, the ingrown toenail of Wichita. Should just seal it off. They do not issue tickets to their own residents, only those from Wichita.
