Entire City
Police here are notorious for citing drivers for even 1 mph over the speed limit. I have personally never been stopped. They sit behind stores and businesses where you don’t see them until you pass them. I am from that area and it is widely known by the locals. Don’t speed at all through South Hutchinson, Kansas!

If you have never been stopped there, then you really don't know, no matter who has told you that story. So when you get stopped for 1 mile an hour over, then and only then you have the right to post it here.
