Gilbert / Idaho Street near Imperial Boulevard
When coming down the hill of Gilbert where it turns into Idaho. The police, typically on motorcycles will sit in the park or in several turn outs of the side streets where it is hard to see them and wait for car to gain speed coming down the hill and ticket them.

Yes, this is true. The traffic flow is North bound Idaho coming down the hill towards Imperial Highway.
